Outlook Express requires that your ISP supplies you with a POP3 mail client. So contact the ISP and ask. If they do not supply this protocol, you will have to use a web based mail client instead.

You'll need to get a POP3 email account setup through your internet provider. Usually through their website you can log in and setup an email address and password, then enter these into Outlook Express. You will so need to know your providers Incoming and Outgoing servers, which should be the same in most cases. eg. mail.provider.com
