My email message will not be sent or saved to draft when I click on the appropriate icon.?

I have uploaded a mhtml file of about 9meg onto an email and when I go to send it I get a message via Internet Explorer "Error Sending Message". Then upon clicking ok I get the try again/back to message screen. Whatever button I press, I am looped into a cycle of these procedures. Same thing when I try to copy to draft! Mark.
